I worked it out as a proper ethereal, with no physical statistics, and decided it had to stay in a flame or fairly quickly perish. I gave it a simple mundane attack, some very weak abilities, and the ability to use Peleahn esoteric fire effects.
Which also got me thinking. Just listing 'Peleahn 60' would have been enough, but if I am using this in combat, the last thing I want to do is start flipping through spells -- so I listed some very simplistic spell effects that an ethereal fire creature might want to use 'on the fly'.
So, here's a spirit to torture souls in Balgashang -- or player characters wandering down forbidden torch-lit hallways of an Agrikan temple.

G’hari
G’hari, are lowly fire spirits that light the halls of Balgashang, into any mundane flame. They are used to torture souls that have failed to please Agrik. They take great delight in torturing mortals.
The Order of Herpa the Mace have knowledge of special invocations to allow them to summon these malicious elementals, but they can only remain manifested on the material plane inside a mundane fire source, or suffer 1 Fatigue level per round (and make an appropriate Shock roll or suffer Dissolution). They can, however, leap from one fire source to another if they are within 30 feet of each other.

G’hari are ethereals and are immune to physical damage, but magic, enchanted weapons, psionic abilities, or cold can cause Fatigue Levels. If a situation occurs that would require a shock roll for a mortal, a G’hari makes the “shock roll” by testing its Aura (instead of Endurance). If it fails a shock roll, it suffers immediate dissolution.
G’hari can cause their occupied fire source to send out a tongue of flame to harm any adjacent creature (and possibly set them alight).
While a G’hari is able to manifest any ethereal or mundane fire effects as a Peleahn Shek-Pvar, there are some simple effects they can generate.
Ethereal Haze (Peleahn I): The air wavers with heat from ethereal flame, and all creatures within 5 feet must make a 2d6 Shock Roll. (Invocation 9 seconds, 1 Fatigue Level)
Flame Gout (Peleahn II): A tendril of mundane fire lashes out at a single target within SI / 2 hexes, causing 1d6 + SI / 2 Fire damage to a random location. The target may attempt to Dodge if they are aware of the G’hari (Invocation 9 seconds, 1 Fatigue Level).
Spontaneous Combustion (Peleahn III): Causes an item of wood, cloth, or other reasonable fuel weighing up to 10 pounds to burst violently into flame. Anyone touching or wearing the object suffer an M1 burn injury for the next 1d3 rounds. (Invocation 9 seconds, 1 Fatigue Level).
Any cleric performing an Agrikan invocation within the light of a G’hari-occupied flame is granted +10 EML to their Ritual check.
